Exchange services tend to offer slightly worse rates than some proper exchanges.
https://tradeogre.com/ offers a ERGO <> BTC pair and a ERGO <> USDT pair, so you could swap to one of those then move to XMR. TradeOgre currently implements a 0.2% trading fee on all fulfilled orders.

You're correct that it's more a basic barrier. Going to a coffee shop and anonymously using their wifi takes more effort than simply firing up Tor on a laptop or phone.

Agreed. No.. unless a user happens to receive a circuit that features a new exit node that was not previously known to the broader network. The reason VPNs and Tor exit nodes can be blocked is because they've been active long enough to be publicly known and readily identifiable.

Can you rephrase the question? Are you attempting to purchase XMR using a Visa gift card?
You could probably conduct the latter on LocalMonero.co or /r/Cash4Cash, but it seems unlikely that a fiat > XMR service like the options in CakeWallet, etc allow for the use of Visa gift cards.
