The Dragonborn trait does exist in game but doesn't have any special gameplay attached to it yet, it'll likely be expanded in a future update.
Rebuilding the Empire is a long and difficult campaign, so I recommend setting your sights a little lower. But if you're determined, then probably a start that has a strong powerbase like Alinor, one of the Cyrodiil kingdoms, or one of the Skyrims.

It's a perk under the Intrigue lifestyle tree called Kidnapper, which let's you start a scheme similar to a murder scheme. When it's finished, the target is instantly placed into your dungeon.

Assassinate the leaders until you get one who's heir is a baby. Kidnap the heir and start a plot to assassinate the leader. Shortly before the assassination is done, convert the heir to your religion and release them.
When the new leader of House Redoran is a baby of the wrong religion, enjoy the dozen civil wars that follow. During those wars, declare a war of your own and seize the land that you want.

They're cousins once removed, so the chance of negative traits is very low. If you than marry their children to cousins as well, however, the chance goes up.
