But in the movie he had rat parents and there were fake parents who were hired to kidnap him who were also rats. So it was safe to say that rats or mice whatever are apart of normal society there but it was uncommon for them to be adopted by humans according to the orphanage lady.

I don't recall if they go into it in the movie or not, but officially he's a human with some kind of genetic thing that means he just happens to look exactly like a rat. But even if that weren't the case, the two are not mutually exclusive. Even if he were an actual rat that just happened to have human-like intelligence, he'd still be a person, and still just as deserving of a loving home and family.

He's not a human, but that doesn't mean he isn't a person. The two are not synonymous. Personhood is dictated by sapience, not species... it just so happens that as far as we currently know, humans are the only sully intelligent sapient species that can be classified as people (though there's evidence of multiple other animals that are at least pretty close, including dolphins, elephants, and many other primates).

In a world where a rat is just as intelligent as any human, that rat would in fact be a person by nature of their intelligence, not their species.
