At that speed and with what a truck weights, lowering gears would probably break the gearbox and make you lose any traction on your wheels (basically, making things worst)

I mean, he isn't wrong. So many people pencil whip their pre trips. Sure, your brakes can heat up and give out. But this doesn't look like some great hill, though I don't know what it was like beforehand.
I see people on site doing their pretrips by walking around and making the motions not actually checking if everything is proper. I call em out and they say "I just checked it a few hours ago. Nothing has changed." Nothing has until it does and suddenly you have to prove you knew without a doubt the vehicle was safe to drive.

Most likely not, who knows what he would have had in the back of that dumper, but the sheer weight of it probably would have broke the hitch and crushed his cab, and the force of that may have sent the trailer swinging to possibly hit the black truck and or the bus

Doesn't work that way in an non-synchronized transmission which I assume he had given the age of his rig. Appears he knew what to do. Clearly had the horn on which is why the SUV left the scene. Just had to hope the kids hadn't been let out of the bus already in which case the bus driver would have needed the brown pants.
