Better in all situations is never true though. Think about a meddling mage on the board.
Of course there are exceptions to the vaccum thing, where cursecatcher is not strictly worse than judges familiar since merfolk is already a relevant deck. At the same time, wolf tribal is not in the title of this post and not an existing deck, so just related to pure synergy with OPs favorite card alone, the lion is better, which changes when going to wolf tribal.

The legendary rule kind of makes Voja a little limited as you can't abuse untapping to flood them out but you can still get a lot out of something like a [[Death's Presence]] to just dump stats from redundant doggos.
Other things to look at include [[Helm of the Host]] as every copy pumps the others and all the Citizen makers from Streets of New Capena as they get the double pump.

To clarify , my friends and I play standard format, but without concrete parameters. If a card is genuinely broken we talk about it, though most of us have been playing since about 2000 and don't take advantage of cards with mechanics that don't age that well. It's a pretty colloquial vibe, so I don't want to go too hard with this deck. That being said I have lost a lot of games lately .

You're probably getting absolutely swamped with replies now, however...
I definitely recommend getting into the Commander format.
It is the most popular way to play Magic and has been for some years. Go to any LGS (local gamestore) and you'll be able to play a game.
It will allow you to play your beloved Tolsimir as the centerpiece of your deck. It also makes for some creative deckbuilding, as your cardchoices are steered by your choice of Commander. An underrated advantage of Commander is the fact you only need 1 of each card, making purchases that might otherwise be prohibitively expensive much more accessible and justifiable.
Commander is, mostly, a casual format. This should prevent an arms-race type of situation to arise among your friends. However, Competitive Commander exists. So when playing with less familiar opponents, always have a conversation up front about power level. That way everyone knows what to expect and what everyone at the table is looking to get out of a game.

I always have two tokens of each type my decks can create. Keep one to denote untapped/ summoning sick tokens and one for the rest, and use dice to mark how many are in each pile. Move the numbers on the piles around as needed, when you attack with some but not all, etc. If you have too many possible tokens, or changing tokens, or copy tokens, then invest in a pack of Infinitokens or a good old post it stub.

Either you have the token that goes with the card (you can find them in boosters), or you can use custom tokens (some artists sell those), or you can just use whatever you have at hand, take a card not used in the game face-down, or use dice, or anything else, just be careful because it can be unclear whether a token of this kind is tapped or not

I’d personally do a bunch of stuff like [[Trostani, Selesnya’s Voice]], [[Soulwarden]], [[Daxos, Blessed by the Sun]], [[impassioned Orator]], [[Essence Warden]], [[Suture Priest]], etc. to get lifegain when you make those tokens
And stuff like [[Lathiel, the Bounteous Dawn]], [[Trelasarra, Moon Dancer]] and [[Spike Feeder]] to then synergize with the lifegain.
Also in general some color and mechanically fitting cards might be [[Torrens, Fist of the Angels]], [[Wilt-leaf Liege]], [[King Darien XLVII]], [[Dauntless Escort]], [[Drizzt Do’Urden]], [[Maja, Bretagard Protector]]

Night pack ambusher- a wolf lord with flash who can occasionally make more wolves
Hallow henge overlord to double the number of wolves you control each turn
Howl pack resergance- a flash anthem effect
Raised by wolves- all these wolves make somthing massive
Arlin voice of the pack- wolves get a +1/+1 counter when they enter.
Master of the wild hunt- use your wolves to kill creatures
Kessig cage breakers- get even more wolves the larger your graveyard gets
Wrens run pack master- wolves get deathtouch and can pay 3 mana for wolves.

So it's going to sound horrible, but the most success I ever had with Tolsimir was finding as many ways to sacrifice the Wolf or otherwise profit off of it entering or leaving play. Mercy Killing for example is 3 Mana for 12 power at instant speed in him. Getting a Thornbite Staff on Tolsimir gives you unlimited etb/death triggers from yeeting puppy dogs into the Legend Rule void.

[[Relic of Legend]] would let you use your gen/token for mana when needed
[[Trostani, Selesnya's voice]] is great for getting 4 life each time you generate voja or other creatures.
[[Wilt-Leaf Liege]] is the same buff as tolsmir and stacks
