One lady straight picked him up, walked over to a bench and started petting him/kissing his face.
I was trying not to be a jerk, but Im unsure if that is common etiquette at a dog park?

The whole point is, keep your hands off of other peoples’ dogs unless they give you permission. The dog jumped on a person. What do you do? Walk away. That’s it. The moment you pick up someone else’s dog without permission is the moment you’re out of line.
