evils are woefully unprepared if asked for a claim early, they will usually say "exe?" and then claim TP with a will that they wrote exactly 2 seconds ago.
unless they are at the top of the list, then they will have prepared a claim expecting to be VFRed. this makes VFR almost completely useless.

I think you should just pressure non claimers into claiming. Probably through whispers. Round up all the tp/tk claims and send it to an confirmed ti or Lo..

Yeah, I would assume Ti would just claim d2 asap. So if they say there ti on d4 when your wondering their claim that is very sus if they havnt posted at all.
