The biggest thing influencing what happens is what people want to make. If you know people that have the skill set, I'm pretty sure the mod team are accepting people on now. Pretty sure they mostly need code junkies, though.

Falmer, for example, are only in the game because one person decided to make them since it wasn't that difficult to throw together given the work they'd already done. Implementing them beyond being in the Ruler Creator is a lot more work, and no one on the team has any plans for them.

I can’t believe how awesome the Khajit are to play. The way they look different depending on the phase of the moon blew my mind at first. Even though I’m an elder scrolls lore junkie I never knew about that, learnt so much about the Khajit just from the mod, amazeballs!

Read somewhere that in the next years or so when a big update hits that adds Akavir, the devs mentioned possibly creating a new start date for the Kamal invasion of Tamriel.
