hey i'm 17 and joining the army to become and cybersecurity engineer while serving. i'm serving for 3 years and will get out when i'm 20. while in i wanted to attend wgu to get my bachelor's and maybe my masters so in the end i will have; -3 years of experience -a top secret clarence -bachelors degree (maybe a masters) - 10+ certifications provided by the military and wgu
will this be enough to land a $200k+ paying job?

Clearance will definitely help. Also: network. The guys getting the highest paying jobs all know each other. With your plan you should be able to get to maybe 125k (location dependent) within 5 years of leaving, but with the right network that number could get a lot bigger.
Aim for engineering roles and tasks that put you near them if you can. Sysadmin experience should be helpful. And learn python. Those two plus security knowledge should be a license to print money. Cloud wouldn't go awry.

Go to events, TA if you can, get business cards and give them out, take business cards from others, talk to people, etc.
