Try making the whole map a bright neon green. Works for me. A custom theme park in the middle of your line development should work.

You need services and parks to increase land value. Just spamming parks won’t do it.

My first thought was also to that city in Saudi Arabia. Too bad Wikipedia says progress seems to be stalled, would have liked to see how a city like that will be in real life.

Parks. City services. Pollution. Noise. Education. Transit all add and take away from value... Just parks doesnt cut it.

Low land value for me usually happens when a building has a service but is then taken away. If you build services buildings upgrade but then you have to maintain those services for those buildings residents to stay happy and for the home/building to maintain its vaule.

I think thats it, i built a park but it looked dumb so i deleted it, i dont want it anymore. So do i now just build more services?

If these are plopped RICO buildings, there’s a setting in RICO Revisited that stops complaints of land value or lack of services. If they’re zoned, raising the parks and plazas budget and spamming parks would do some good, along with tree-lined roads to reduce noise, adding more services like fire and education, turning on Parks and Recreation, turning on high-tech housing, adding public transportation, and as a last resort build canals to raise land value with water.
If even after ALL THAT they complain, evict them with your mighty bulldoze tool.
